## What it does

The skill creates three structural formats for monitoring and evaluation workflows. Option v1 delivers a yearly federation agenda or an isolated question entry for peer review. Option v2 compiles a single-page quarterly RAG status overview tied to an existing agenda file. Option v3 generates an adaptation template that local Member Associations use to align local priorities with federation goals.

Content adheres to USAID CLA document conventions and Patton utilization-focused evaluation guidelines. Tier 1 learning questions demand explicit anchors: an assigned decision-maker and a formal use commitment. When prompt details are missing, the assistant fills gaps with placeholder assumptions and marks them with an explicit warning note.

Execution relies on a pre-existing repository structure. The prompt reads reference files inside `agent-improvements/` and methodology guides in `mel_wiki/wiki/frameworks/` at startup. Running it without these local workspace guides causes missing context errors. In addition, its frontmatter binds execution to the Opus model.
