## What it does

The skill reads the investigation log and produces the first cut of the privileged memo. When a draft already exists, it shows what changed before rewriting anything. Every output carries the PRIVILEGED AND CONFIDENTIAL — ATTORNEY WORK PRODUCT marking.

Under the hood it loads the `internal-investigation` reference skill and runs Mode 4, draft or update memo. The memo structure, the credibility-assessment framework and the update rules all live in that reference skill, so it gets loaded before any substantive work starts.

On a first draft, the skill warns you if high-priority sources are still open on the checklist. Worth checking that list before the memo goes anywhere. The command takes a matter name as its argument: `[matter name]`.
