## What it does

The skill lays out a GitHub Actions workflow for Terraform-based data infrastructure. Pull requests run formatting and validation checks; deployment workflows can plan and apply changes, with a manual gate before production.

Its bootstrap setup provisions an S3 Terraform state backend, a DynamoDB lock table, a GitHub Actions OIDC provider, and an IAM role. The setup expects an AWS account with suitable permissions, Terraform v1.0+, repository access, and AWS CLI credentials. Bootstrap cannot run until the AWS CLI is configured.
