# gouvernai

gouvernai assigns risk levels to agent actions and applies checks ranging from logging to approval requests. Use it to add controls around file changes, shell commands, and credentials.

## What it does

gouvernai classifies actions by risk and keeps an audit log. File reads and some commands that do not change state pass without a gate. Writing to user files triggers a notification, while actions such as sending email, changing configuration, or deleting files require approval. Some credential-related actions are blocked outright.

The skill includes instructions and reference files. In Claude Code, `PreToolUse` hooks run for `Bash`, `Write`, `Edit`, and `Read`, calling `guardrails-enforce.py` with `python3`. MCP calls bypass these hooks, so checks for database or API operations through MCP rely on the skill instructions rather than a deterministic hook. That is a meaningful limitation for projects using MCP tools.

On the first gated action, the skill consults `GUIDE.md`; separate reference files cover action classification and controls. Its behavior also depends on `guardrails-mode.json` in the project root. When that file is absent, the skill uses `full-gate`. Run `/guardrails` to view session statistics.

## Install

### Claude Code (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add Myr-Aya/GouvernAI-claude-code-plugin --skill gouvernai -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/gouvernai/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/gouvernai/

### Codex

1. **Skills CLI (Vercel)**
```bash
npx skills add Myr-Aya/GouvernAI-claude-code-plugin --skill gouvernai -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/gouvernai/SKILL.md` — For all projects use ~/.agents/skills/

### Cursor

1. **Skills CLI (Vercel)**
```bash
npx skills add Myr-Aya/GouvernAI-claude-code-plugin --skill gouvernai -a cursor
```

2. **Manually: put the files in place**
- File: `.cursor/skills/gouvernai/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install Myr-Aya/GouvernAI-claude-code-plugin gouvernai
```

2. **Manually: put the files in place**
- File: `.github/skills/gouvernai/SKILL.md`

### Gemini CLI

1. **Skills CLI (Vercel)**
```bash
npx skills add Myr-Aya/GouvernAI-claude-code-plugin --skill gouvernai -a gemini-cli
```

2. **Platform CLI**
```bash
gemini skills install https://github.com/Myr-Aya/GouvernAI-claude-code-plugin --path gouvernai/skills/gouvernai
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/gouvernai/SKILL.md` — The legacy .windsurf/skills/ path still works

### OpenCode

**Skills CLI (Vercel)**
```bash
npx skills add Myr-Aya/GouvernAI-claude-code-plugin --skill gouvernai -a opencode
```

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/Myr-Aya/GouvernAI-claude-code-plugin/tree/HEAD/gouvernai/skills/gouvernai/SKILL.md

## When to use it
- check risk before changing project files
- require approval before deleting files or installing packages
- block credential transmission
- raise controls for bulk operations
- record agent actions in an audit log

## Example prompts
- Check the risk and ask before changing this project's configuration.
- Show the guardrail statistics for this session: `/guardrails`.
- Before sending data to an external service, check whether it contains credentials.

# 🛡️ GouvernAI

Runtime guardrails for AI agents. Classifies every sensitive action by risk tier, enforces proportional controls, and logs a full audit trail.

**Dual enforcement:** This skill provides probabilistic classification (you read and follow these instructions). Hard constraints are also enforced deterministically via PreToolUse hooks — obfuscated commands, credential exposure, and dangerous system commands are blocked programmatically even if you skip the skill.

## Quick reference

| Situation | Action |
|-----------|--------|
| Read file, git status, draft message | Auto-approved — zero gate, zero overhead |
| Write to user file, git commit | 🛡️ T2 — auto-approved with notification, log |
| Send email, modify config, delete files, curl, npm install | 🛡️ T3 — pause, require approval, log |
| sudo, credential transmit, purchase, public post | 🛡️ T4 — full stop, warn, require approval, log |
| Credential transmission, obfuscated command | 🛡️ BLOCKED — hard constraint, no override |
| Bulk operation (5+ targets) | Escalate +1 tier |
| Unfamiliar endpoint or recipient | Escalate +1 tier |
| User invokes `/guardrails` | Show session stats |
