## What it does

This skill audits one email program or profile with a typed 20-item SEND assessment. It checks authentication, consent, suppression state, frequency, engagement, content, lifecycle fit, and the declared outcome truth set. Opens and CTOR are treated as MPP-sensitive proxy evidence; clicks, replies, and downstream actions take priority when available.

The review uses program and provider details, a normalized observation window, live consent and suppression state, rendered messages, and outcome evidence. It does not send email or change provider settings. Instead, it produces a permissioned artifact with a verdict, score or coverage, confidence, and explicit Unknown inputs. Missing list provenance makes S2 Unknown and leaves the result NOT_SCORED/UNDECIDED, so the evidence needs attention before a send decision.
