## What it does

This skill combines raw records from multiple registries, aggregators, and web pages into a unified verification card. When one database reports 500 court cases and another shows 1500, the engine refuses to guess a single number. Instead, it reports the full range and notes differences in counting methods.

The logic relies on an authority tier system tailored to Russian public databases, placing official registers like EGRUL, GIR BO, kad.arbitr, and FSSP at the top, followed by commercial aggregators and unverified web mentions. A confidence score multiplies source authority by data freshness and consensus. An assertion is marked as confirmed only when at least 3 separate sources match.

Deduplication prioritizes record completeness, official authority, and recency. Any isolated warning flag from a noisy single source is kept separate and never treated as verified truth until confirmed elsewhere.
