## What it does

The skill investigates counterparties in two stages. First, a quick scan spots immediate deal-breakers such as pending liquidations, bankruptcy filings, fraudulent registry flags, disqualified executives, or large enforcement proceedings. If no red flags appear, it prepares a complete background dossier covering court disputes, tax status, and government contracts upon request.

Data gathering uses a tiered cascade. Open tax and accounting records run through `scripts/fetch_counterparty.py` without requiring external API keys. FSSP bailiff records call a token API, while court dockets and insolvency filings rely on headless browser visits or public aggregator websites like `checko.ru` and `list-org.com`. Any information provided manually by the user gets tagged as unverified.

Single aggregators often disagree on active lawsuit counts by wide margins due to conflicting methodologies. The skill accepts a metric as confirmed only when verified across at least three sources, adjusting the risk traffic light strictly toward caution.
