# compliance-testing

A skill that tests how your site handles consent: what loads before a click, what survives a rejection.

## What it does

The skill covers the technical side of privacy: the consent banner, cookies, third-party scripts, Google Consent Mode and Global Privacy Control signals. It checks what actually happens in the browser, not what the CMP claims. A banner can render a rejected state while tracking runs underneath — that gap is what the checks are for.

The work happens in Playwright: banner controls and their visibility, cookie state before and after consent, persistence and withdrawal, third-party request blocking matched against configured hostnames. Tests are driven from a typed inventory and a tracking-domain list, so adding a category or a threshold is a data edit rather than a suite rewrite. Runnable code for each check sits in `references/gdpr-cmp-tests.md`.

It validates implementation against approved requirements and stops there. Policy language, banner prominence and cross-border transfer documentation still need a human audit. If `.agents/qa-project-context.md` is missing from the project root, the skill suggests creating one with `qa-project-context` — that file carries the applicable regulations, CMP details and geographic scope. WCAG authoring, OWASP scanning and LLM quality evaluation belong to other skills.

## Requirements
- Works with: Playwright

## Install

### Claude Code (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add petrkindlmann/qa-skills --skill compliance-testing -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/compliance-testing/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/compliance-testing/

### Codex

1. **Skills CLI (Vercel)**
```bash
npx skills add petrkindlmann/qa-skills --skill compliance-testing -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/compliance-testing/SKILL.md` — For all projects use ~/.agents/skills/

### Cursor

1. **Skills CLI (Vercel)**
```bash
npx skills add petrkindlmann/qa-skills --skill compliance-testing -a cursor
```

2. **Manually: put the files in place**
- File: `.cursor/skills/compliance-testing/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install petrkindlmann/qa-skills compliance-testing
```

2. **Manually: put the files in place**
- File: `.github/skills/compliance-testing/SKILL.md`

### Gemini CLI

1. **Skills CLI (Vercel)**
```bash
npx skills add petrkindlmann/qa-skills --skill compliance-testing -a gemini-cli
```

2. **Platform CLI**
```bash
gemini skills install https://github.com/petrkindlmann/qa-skills --path skills/compliance-testing
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/compliance-testing/SKILL.md` — The legacy .windsurf/skills/ path still works

### OpenCode

**Skills CLI (Vercel)**
```bash
npx skills add petrkindlmann/qa-skills --skill compliance-testing -a opencode
```

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/petrkindlmann/qa-skills/tree/HEAD/skills/compliance-testing/SKILL.md

## When to use it
- confirm no trackers fire before consent
- catch cookies set after a rejection
- check that withdrawal actually stops collection
- match Consent Mode signals to regional rules
- spot the gap between banner state and script behaviour

## Example prompts
- test our consent flow: what loads before anyone clicks the banner
- write tests for consent withdrawal and check that cookies get cleared
- compare our GPC and Consent Mode signals against the regional policy matrix

<objective>
A banner can display a rejected state while tracking continues underneath it. This skill tests consent state, policy-based request blocking, storage, GPC, Consent Mode signals, and disclosure behavior against the product's approved requirements. It delivers reproducible technical evidence; passing those checks does not establish legal compliance or CMP certification.
</objective>

## Discovery Questions

First, check for `.agents/qa-project-context.md` in the project root — it carries applicable regulations, CMP details, ad networks, and geographic scope. Skip any question already answered there. If it is missing, suggest creating one with the `qa-project-context` skill.

### Applicable regulations
- **Which privacy and platform regulations apply?** This sets the entire test matrix.
  - **EU:** GDPR, ePrivacy Directive (cookies), Digital Services Act (DSA, applied 17 Feb 2024), EU AI Act (prohibitions + AI literacy live since 2 Feb 2025; GPAI obligations + penalties since 2 Aug 2025; Article 50 transparency from 2 Aug 2026 — high-risk obligations postponed, see below).
  - **US:** CCPA/CPRA and the state laws applicable to the audience. Record the specific opt-out and universal-signal requirements in the regional policy matrix.
  - **UK:** UK GDPR/DPA, PECR (cookies), Online Safety Act 2023, Data Use and Access Act (DUAA).
  - **Other:** LGPD (Brazil), PIPEDA (Canada), POPIA (South Africa).
