## What it does

The skill handles influencer campaigns from creative strategy to execution timelines. It runs in dedicated modes: planning, tracking, or both combined. During planning, the agent outlines deliverables, budget tiers, and measurement criteria. Missing required parameters are never assumed from defaults and stay tagged as `NEEDS_INPUT`.

In tracking mode, it validates publication checkpoints and prepares close receipts. Markdown trackers operate as deterministic, read-only views rather than state-modifying sources. This architecture keeps runtime state consistent across reviews.

Execution limits are strict. The skill does not write individual creator briefs and never triggers payouts or live posts. Creators needing detailed copy use `brief-generator`, while company launches without creators rely on `launch-tier-planner`.
