## What it does

The skill lays out how an AML compliance program is built at broker-dealers, banks and investment advisers. It covers the four pillars of FINRA Rule 3310: written procedures, a designated AML compliance officer, independent testing and ongoing training. It also maps who administers what — the Bank Secrecy Act, the USA PATRIOT Act, FinCEN and its rules in 31 CFR Chapter X.

Reporting gets its own sections. For CTRs: the $10,000 threshold in a single business day, the aggregation rule for multiple cash transactions by the same person, a 15-day filing deadline and the structuring prohibition under 31 U.S.C. § 5324. For SARs: the $5,000 threshold at broker-dealers and banks, 30 days from initial detection (60 when no suspect is identified), continuing SARs every 90 days, the tipping-off prohibition and the good-faith safe harbor. OFAC screening is broken down by list — SDN with blocking and a 10-business-day report to OFAC, sectoral SSI restrictions, and geographic sanctions programs.

Regulatory status is pinned to June 2026, and the skill itself tells you to verify effective dates, dollar thresholds and pending rulemakings against current SEC, FINRA and FinCEN sources. Treat it as a working frame, not legal advice. Onboarding identity checks, CIP/CDD, beneficial ownership and initial customer risk rating are handed off to `know-your-customer`.

## Install

### Claude Code (native platform)

1. **Skills CLI (Vercel)**
```bash
npx skills add JoelLewis/finance_skills --skill anti-money-laundering -a claude-code
```

2. **Manually: put the files in place**
- File: `~/.claude/skills/anti-money-laundering/SKILL.md` — Copy the whole skill folder; for one project use .claude/skills/anti-money-laundering/

### Codex

1. **Skills CLI (Vercel)**
```bash
npx skills add JoelLewis/finance_skills --skill anti-money-laundering -a codex
```

2. **Manually: put the files in place**
- File: `.agents/skills/anti-money-laundering/SKILL.md` — For all projects use ~/.agents/skills/

### Cursor

1. **Skills CLI (Vercel)**
```bash
npx skills add JoelLewis/finance_skills --skill anti-money-laundering -a cursor
```

2. **Manually: put the files in place**
- File: `.cursor/skills/anti-money-laundering/SKILL.md` — Cursor also reads .agents/skills/ and .claude/skills/

### GitHub Copilot

1. **GitHub CLI**
```bash
gh skill install JoelLewis/finance_skills anti-money-laundering
```

2. **Manually: put the files in place**
- File: `.github/skills/anti-money-laundering/SKILL.md`

### Gemini CLI

1. **Skills CLI (Vercel)**
```bash
npx skills add JoelLewis/finance_skills --skill anti-money-laundering -a gemini-cli
```

2. **Platform CLI**
```bash
gemini skills install https://github.com/JoelLewis/finance_skills --path plugins/compliance/skills/anti-money-laundering
```

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/skills/anti-money-laundering/SKILL.md` — The legacy .windsurf/skills/ path still works

### OpenCode

**Skills CLI (Vercel)**
```bash
npx skills add JoelLewis/finance_skills --skill anti-money-laundering -a opencode
```

### Claude.ai

**Claude.ai**
- Zip the folder and upload it in Settings → Capabilities → Skills

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/JoelLewis/finance_skills/tree/HEAD/plugins/compliance/skills/anti-money-laundering/SKILL.md

## When to use it
- Decide whether aggregated same-day cash deposits trigger a CTR
- Explain why structuring is illegal even when the funds are legitimate
- Screen a counterparty against the SDN list and handle blocked property
- Work out SAR filing deadlines and when a continuing SAR is due
- Check an AML program against the four FINRA Rule 3310 pillars before an audit

## Example prompts
- A client made three cash deposits today, over $10,000 total — does this need a CTR?
- Screen this counterparty against the SDN list and tell me what to do if there's a match
- Suspicious activity has continued for three months — when do I file a continuing SAR?

# Anti-Money Laundering Compliance

Regulatory status current as of June 2026 — verify effective dates, dollar thresholds, and pending rulemakings against current SEC/FINRA/FinCEN sources before advising.

## Core Concepts

### BSA Framework — Key Hooks
The operative statutes and authorities: the Bank Secrecy Act (31 U.S.C. §§ 5311–5332) as expanded by the USA PATRIOT Act (2001), which added enhanced due diligence requirements, information-sharing provisions (Sections 314(a) and 314(b)), and the written AML program requirement. FinCEN, a bureau of the U.S. Treasury, administers the BSA, issues implementing rules (31 CFR Chapter X), and collects CTRs and SARs.

### FINRA Rule 3310 — AML Compliance Program
FINRA Rule 3310 requires every FINRA member firm to establish and implement a written AML compliance program that includes four pillars:

1. **Written procedures** — Policies and procedures reasonably designed to detect and cause the reporting of suspicious activity. Must be tailored to the firm's business model, products, customer types, and geographic exposure.
