## What it does

The skill scores all 20 `R1..S5` criteria of a ROAS profile, each with source, date, type and confidence. It ends in a `SHIP`, `FIX`, `BLOCK` or `UNDECIDED` gate. Platform-reported ROAS is one input, never the truth set.

You feed it normalized exports: campaigns, queries, placements, audiences, change history, and deduplicated order or lead IDs from your CRM or analytics. Declare the profile (`direct-response`, `prospecting` or `incremental-profit`), currency, attribution window, conversion lag and a business constraint such as a CAC ceiling. Missing context returns `NEEDS_INPUT/UNDECIDED`.

This skill judges only. It will not enable campaigns, change bids, upload audiences or scale budgets without separate explicit approval. Vetoes need verified evidence: instrumentation that fails your own order data, demonstrated double-counting, a claim or disclosure failure, a restricted-category violation. A missing placement report stays `Unknown` and does not become a veto. For campaign structure use `campaign-architect`; for creative work, `ad-creative-builder`.

## When This Must Trigger

- Before launching, materially increasing spend, or changing a risky bid/targeting strategy.
- When tracking, attribution inflation, unsafe placements, claims, or wasted spend are in doubt.
- When the user requests a ROAS/RQS account audit from their exports.
