## What it does

This rule guides the creation of declarative agents for Microsoft 365 Copilot under schema v1.5. It enforces exact schema boundaries: agent names capped at 100 characters, descriptions up to 1000 characters, and instructions under 8000 characters.

The workflow centers on TypeSpec modeling and JSON schema compilation using `tsp compile agent.tsp --emit=@typespec/json-schema`. It covers local validation through `@microsoft/agents-playground` alongside separate environment profiles for development and release builds.

Specifying more than five capabilities causes schema validation to fail immediately. Working with these guidelines requires the Microsoft 365 Agents Toolkit extension (`teamsdevapp.ms-teams-vscode-extension`) in VS Code.

## Install

### GitHub Copilot (native platform)

**Manually: put the files in place**
- File: `.github/instructions/declarative-agents-microsoft365.instructions.md` — The applyTo field sets which files it applies to

### Claude Code

**Manually: put the files in place**
- File: `.claude/rules/declarative-agents-microsoft365.md` — The paths frontmatter field limits the files: move applyTo from the source into paths

### Codex

**AGENTS.md**
- Codex reads AGENTS.md: paste the rule text there

### Cursor

**Manually: put the files in place**
- File: `.cursor/rules/declarative-agents-microsoft365.mdc` — Frontmatter: description, globs, alwaysApply. Move applyTo from the source into globs, or the rule will not attach on its own

### Windsurf (Devin Desktop)

**Manually: put the files in place**
- File: `.devin/rules/declarative-agents-microsoft365.md`

### Cline

**Manually: put the files in place**
- File: `.clinerules/declarative-agents-microsoft365.md`

Where a file is given instead of a command, copy the files from the source to that path: https://github.com/github/awesome-copilot/tree/HEAD/instructions/declarative-agents-microsoft365.instructions.md

## When to use it
- Define declarative agents in TypeSpec and compile them to JSON manifests
- Enforce schema v1.5 character limits on instructions and metadata
- Restrict assigned capabilities between one and five supported services
- Run local manifest checks using Agents Playground

## Example prompts
- Create an `agent.tsp` definition for schema v1.5 with SharePoint access and web search
- Validate this `agent.json` manifest against v1.5 character and capability constraints
- Generate separate development and production manifests with environment variables

## Microsoft 365 Agents Toolkit Integration

### VS Code Extension Setup
```bash
# Install Microsoft 365 Agents Toolkit
# Extension ID: teamsdevapp.ms-teams-vscode-extension
```

### TypeSpec Development Workflow

#### 1. Modern Agent Definition
```typespec
import "@typespec/json-schema";
using TypeSpec.JsonSchema;
@jsonSchema("/schemas/declarative-agent/v1.5/schema.json")
namespace DeclarativeAgent;
/** Microsoft 365 Declarative Agent */
model Agent {
  /** Schema version */
  @minLength(1)
  $schema: "https://developer.microsoft.com/json-schemas/copilot/declarative-agent/v1.5/schema.json";
  /** Agent version */
  version: "v1.5";
  /** Agent name (max 100 characters) */
  @maxLength(100)
  @minLength(1)
  name: string;
  /** Agent description (max 1000 characters) */
  @maxLength(1000)
  @minLength(1)
  description: string;
  /** Agent instructions (max 8000 characters) */
  @maxLength(8000)
  @minLength(1)
  instructions: string;
  /** Agent capabilities (1-5 items) */
  @minItems(1)
  @maxItems(5)
  capabilities: AgentCapability[];
  /** Conversation starters (max 4 items) */
  @maxItems(4)
  conversation_starters?: ConversationStarter[];
}
/** Available agent capabilities */
union AgentCapability {
  "WebSearch",
  "OneDriveAndSharePoint",
````
