## What it does

Four areas, one plugin. The delivery throughput analyzer works from the four DORA metrics and traces cycle-time bottlenecks, suggesting typical fixes for each stage. The hiring funnel calculator measures conversion across seven stages, spots the pipeline gap and names the weakest stage from sourcing to offer accept. The team structure designer handles the squad/tribe model, manager and director triggers, and span of control. Production discipline covers on-call, incidents, deployment and SLOs.

Four in-depth references back this up, citing DORA, Spotify, Conway's Law, Google SRE, Larson and Fournier. The scripts rely on the Python standard library alone, so there is nothing extra to install. The plugin ships standalone and is also bundled inside `c-level-skills`, with `scripts/sync_skill_bundles.py` keeping the two copies aligned.

This is not a CTO replacement. The CTO owns what to build: architecture, scaling cliffs, build-versus-buy. The VPE owns how the team ships it. Early on that is often one person; at scale the roles split. If your team already has a dedicated CTO, expect this plugin to stay out of those decisions.
