## What it does

The server operates remotely over HTTP and delivers structured verdicts as JSON. It checks tool licenses against custom rules, tracks data classifications, and enforces an allowlist. Five remote tools are exposed: `check_tool_license`, `validate_vendor_policy`, `issue_license_receipt`, `suggest_allowed_alternative`, and `export_license_audit`.

When a third-party tool violates policy, the system recommends permitted replacements. Access requires a paid account. The repository provides documentation only, with production backend code and billing logic kept private.
